The Directorate of Communications has redefined the standards of digital sovereignty, transparency, and efficiency in public administration through visionary projects implemented over the past year. We have built a secure, domestic, sustainable, and public-facing artificial intelligence (AI) ecosystem while simultaneously achieving a historic milestone as the first public institution in Türkiye to secure our institutional publication archive using Ethereum blockchain infrastructure and the InterPlanetary File System (IPFS) protocol. Solidifying our presence in the Web3 space, we have deployed our own smart contract on the Ethereum network and registered the official cbiletisim.eth ENS domain name.
Our AI Transformation
Under our "AI Transformation" initiative launched last year, we finalized our institutional needs assessment and enacted a comprehensive AI Strategy Document. In line with this strategy, capabilities initially developed on cloud infrastructure were rapidly migrated to a highly secure, domestic, and on-premise infrastructure. We established high-performance GPU servers and dedicated private networks within our institution, ensuring that sensitive data remains fully protected and processed locally.

Leading the Open-Source Ecosystem
We are committed to sharing our technological expertise with the broader public administration and academic communities. To this end, we prepared and distributed a comprehensive AI Integration Guide for Public Institutions to facilitate the secure and effective adoption of AI technologies across public bodies.
We became the first public institution in Türkiye to establish an official institutional profile on Hugging Face, one of the world's largest AI and machine learning community platforms. As our inaugural contribution, we shared an open dataset compiled by our Centre for Combating Disinformation. Comprising 2,810 verified claim records covering critical areas such as natural disasters, elections, migration, and the economy, the bilingual (Turkish and English) dataset was released under the CC-BY-4.0 license to support global researchers and AI developers in building advanced disinformation detection models.
Our Blockchain and Web3 Milestones
To guarantee the permanent integrity and immutability of our digital archives, we pioneered the integration of blockchain technology into public processes in Türkiye. 130 of our official publications covering strategy, diplomacy, history, and culture have been permanently archived across decentralized networks using the IPFS protocol, with cryptographic proofs anchored directly onto the Ethereum blockchain via smart contracts.
Taking this pioneering effort to the next level, we have successfully deployed our own institutional smart contract on the Ethereum network. As part of this Web3 integration, we registered the official cbiletisim.eth ENS (Ethereum Name Service) domain to serve as our decentralized identity.
This integration delivers several critical advantages:
- The authenticity of any digital publication or announcement we issue can be verified transparently and cryptographically directly on the blockchain, without relying on any central server or third-party intermediary.
- Our institutional identity is decentralized and secured against spoofing and domain hijacking in the Web3 ecosystem.
- A robust and future-proof foundation has been established for broader Web3 applications, including secure data sharing, decentralized public diplomacy, and cryptographic identity verification in our upcoming initiatives.
