National Security Council Statement dated September 30, 2025

The National Security Council convened on September 30, 2025, under the chairmanship of the President of the Republic of Türkiye, Recep Tayyip Erdoğan.

During the meeting;

1. The Council was briefed on the activities carried out with determination, resolve, and success at home and abroad against all types of threats and dangers to our national unity and solidarity, as well as our survival, including the terrorist organisations PKK/KCK-PYD/YPG, FETO, and DAESH, along with recent international developments.

2. The stage reached on the path towards a “Terrorism-Free Türkiye,” with the contribution of the activities carried out under the roof of the Grand National Assembly of Türkiye, was assessed; the strong will to completely dismantle the wall of terror standing before our nation’s future and to ensure the perpetuity of an environment of peace, prosperity and security was reaffirmed.

Subsequently, it was underlined that within the process to be consolidated with the goal of a “terrorism-free region,” no manifestation of terrorism would be allowed in our neighbouring geography, and no expansionism on the grounds of terrorism would be permitted under any circumstances.

3. Actors and issues posing threats to Syria’s territorial integrity, unity and sovereignty, as well as to Iraq’s security, stability and prosperity, were evaluated; it was emphasised that our support for the struggle against attempts to drag our neighbours into regional conflicts would continue to increase.

4. Attention was drawn to the illegitimate policies of the Israeli Administration in Gaza that cause humanitarian catastrophe and deaths from starvation; it was stated that stopping genocide and holding those responsible accountable has become a joint responsibility of all humanity, and a call was made to the international community to take immediate action and to embody the will displayed within the United Nations; it was also expressed that Türkiye will continue to contribute to every positive step taken towards the establishment of a just and lasting peace.

5. With regard to our national cause, the Cyprus issue, our support for the two-state solution model based on the recognition of the sovereign equality and equal international status of the Turkish Cypriots was underlined, and it was noted that our country will maintain its resolute stance against any step that could adversely affect the environment of peace on the Island.

6. The current situation concerning the Russia-Ukraine war was assessed; concerns were expressed regarding incidents indicating the risk of the war’s escalation, and it was stated that Türkiye is ready to assume greater responsibility for the establishment of peace.

7. The normalisation process with Armenia was discussed; the importance of the transportation line, which will enable unimpeded access between Azerbaijan and Nakhchivan and yield results serving the interests of all countries in the region, as well as our will for the establishment of final peace, were underlined.

8. The recent developments in Bosnia and Herzegovina were addressed; our support for the country’s sovereignty, territorial integrity and constitutional order was reaffirmed.
