1. In accordance with the understanding reached by the leaders of the two countries on 23 September 2026, the Turkish and Iraqi authorities reaffirm their shared determination to ensure the continuation of the commendable steps taken thus far by the Iraqi authorities towards the full establishment of state authority in Sinjar and the elimination of the presence of elements of the PKK terrorist organisation.
2. The Turkish side declares that, in accordance with the understanding reached at the leaders’ level, it will begin taking the necessary steps on its part to facilitate the gradual handover of the Bashiqa-Zilkan base to the Federal Government of Iraq.
3. The Parties have decided to operationalise the Joint Security Coordination Committee, as previously agreed, with a view to jointly verifying and monitoring the progress of the process initiated in Sinjar towards the complete elimination of the presence of the PKK terrorist organisation.
