President Erdoğan issues “Twelfth Development Plan” Circular

President Erdoğan: "The 'Twelfth Development Plan', which will advance our long-term objectives through a sustainable development approach, will encompass the years 2024 to 2028 in accordance with the 2053 vision, which will serve as the strategic framework for the steps to be taken to make our country a global power centre."

President Recep Tayyip Erdoğan published a circular on the preparations of the "Twelfth Development Plan" in the Official Gazette.

In the circular published in the Official Gazette, President Erdoğan stated that long-term policies, including all aspects of development, especially economic, social, and environmental, were created and implemented with a holistic perspective that activates the country's potential and thereby ensures the achievement of the objective of sustainable and inclusive growth.

Stating that the 'Twelfth Development Plan', which will advance Türkiye's long-term objectives through a sustainable development approach, will encompass the years 2024 to 2028 in accordance with the 2053 vision, which will serve as the strategic framework for the steps to be taken to make our country a global power centre, President Erdoğan said, "With the strategies to be developed and the practices to be implemented during the Development Plan, welfare will be increased and distributed more equitably, economic and social development steps will be continued, and priorities will be established to eliminate the threats posed by ongoing economic, social, geopolitical, and political imbalances at the global level."

In the circular, President Erdoğan emphasised the importance of a participatory approach at the highest level for the preparation of the plan in order to achieve the development goals and stated:

"In this respect, within the scope of the 'Twelfth Development Plan' preparatory studies, special expertise commissions and working groups that will bring together representatives of the public sector, private sector, civil society, and academic circles, as well as working groups of subject-matter experts, have been established under the coordination of the Strategy and Budget Department. In this process, the Presidency may, if necessary, establish new special expertise commissions and working groups. The Presidency will determine the working procedures of the commission and working groups, the number and requirements of the participants, and the representatives to assume office will be invited by official letter. The relevant institutions will provide the Presidency with the names, titles, and contact information of the aforementioned representatives, and their regular participation in meetings will be ensured. I submit this for the information of and necessary action by all public institutions and organisations in order to provide all of the support, contribution, and assistance that will be needed for the preparations of the Twelfth Development Plan, which will be coordinated by the Presidency, and to the special expertise commissions and working groups that will be established within this framework."
