The National Security Council convened on January 25, 2024, under the chairmanship of the President of the Republic of Türkiye, Recep Tayyip Erdoğan.
During the meeting,
1. Political, military and economic developments that are important for our national security were assessed within the framework of Türkiye's direction in the Century of Türkiye. The potential issues that may arise in 2024, the planned activities and the necessary measures to be taken within this framework were discussed.
2. The Council was informed about the operations carried out with determination, resolution and success at home and abroad against all kinds of threats and dangers to our national unity and solidarity, as well as our survival, especially the terrorist organisations PKK/KCK-PYD/YPG, FETO and DAESH.
3. It was underlined that Türkiye's resolutely implemented national security policy could not be disrupted by plans devised through project-based terrorist organisations. It was reiterated that we will continue to target all terrorist organisations and their extensions that pose a threat to our country, regardless of time and place, within the framework of our rights arising from international law. It was emphasised that the greatest support of the Turkish Armed Forces, security forces and intelligence units, which eliminate those who intend to disturb our peace by preventing them from even coming close to our borders, is the unwavering support they receive from our beloved nation.
4. It was stated that our increasing contacts with our neighbour Iraq reinforced the efforts to ensure peace in our shared geography, especially the concrete steps to be taken in the fight against terrorist organisations. It was considered that lasting peace and stability, which will guarantee the prosperity of all countries in our region, could only be achieved through the establishment of a security environment free of terrorism.
5. It was noted that Israel's continued massacres in Gaza will cause irreparable disruption of the peace and security environment as well as delicate balances in the region and the spread of conflicts. As has been observed once again, it was stated that there is an urgent need to reform the current international system, which fails to preclude the crimes against humanity committed in Gaza, with all its rules and institutions, especially the United Nations, on the basis of equity, in order to ensure global peace and stability. It was stated that Türkiye will maintain its persistent and determined stance to bring an end to the bloodshed in Gaza, to ensure uninterrupted and unimpeded delivery of humanitarian aid, to achieve a just and lasting peace based on the 1967 borders, and to reform the international system.
6. The latest developments in the Red Sea were discussed, emphasising the urgent need to resolve the current situation, which also includes the repercussions of the Palestinian issue and negatively impacts global stability.
7. The situation and potential developments in Libya, Somalia, and Sudan were discussed and it was noted that Türkiye will continue its efforts to resolve the current issues by engaging with the relevant parties and supporting the territorial integrity of friendly and brotherly countries.
8. It was emphasised that an immediate ceasefire and the establishment of an enduring peace were crucial in bringing an end to the Russia-Ukraine War, which has exacerbated regional and global dangers. It was stated that Türkiye will diligently maintain its stance and initiatives aimed at eliminating current risks within the framework of the Montreux regime and will continue its efforts to ensure peace and stability in the Black Sea, both through initiatives in the context of food security and practices such as the Black Sea Mine Countermeasure Task Group.
9. It was emphasised that our achievements in the defence industry, which constitutes a fundamental aspect of our national security, along with our scientific and technological advancements, crowned with our progress in space exploration, will be pursued with unwavering determination by building on the dreams of our children, who are the assurance of the future, our youth's resolve and our country's immense potential.
