Joint Statement from the Leaders of the Republic of Türkiye and the Republic of Indonesia

Today, H.E. President Prabowo Subianto is honored to welcome the state visit of the President of the Republic of Türkiye, H.E. Recep Tayyip Erdoğan to Indonesia.⁣

Both Leaders agreed that the visit is timely, as the two countries commemorate 75 years of diplomatic relations under the theme “Partnership for the People” For the New World.” With this overarching theme, the two Presidents are committed to strengthening cooperation between Indonesia and Türkiye, benefiting not only their respective peoples but also the world at large.⁣

The two Leaders shared the view that the 75th anniversary of diplomatic relations between the two countries is a milestone in bilateral relations, paving the way for centennial partnership in 2050.⁣

To commemorate 75 years of diplomatic relations in 2025, both Leaders agreed on enhancing partnerships in all priority areas, including trade, defence industry, health, energy, infrastructure and technical cooperation.⁣

They also agreed to strengthen people-to-people ties through education, scholarship programs, language learning, cultural exchanges, and tourism.⁣

As manifestation of the strategic partnership between the two countries, the two Leaders co-chaired the First High Level Strategic Cooperation Council (The Council), -declared in 2022- to provide guidance on the goals and implementation of their strategic partnership in priority sectors including political, trade and investment, infrastructure, defence and security, socio-cultural and consular spheres as well as cooperation within the regional and global fora of common interests.⁣

During the Council, both Presidents held talks in a cordial and friendly atmosphere. They had an in-depth exchange of views on bilateral relations, as well as international and regional issues of mutual interest, and reached a wide range of important common understandings.⁣

Enhancing Economic, Trade and Investment Cooperation⁣

Given the evolving global trade landscape and the necessity to ensure balanced economic relations both sides agreed to increase their cooperation in economic and commercial issues.⁣

Both Leaders reaffirmed their decision to reach the bilateral trade volume target of USD 10 billion. This target will be achievable by developing preferential trade scheme between the two countries, i.e. limited preferential trade deal as the first stage by 2026 in principle, towards the Türkiye - Indonesia Comprehensive Economic Partnership Agreement (CEPA) on later stage.⁣

Both Leaders underscored the importance of enhancing cooperation and exchanges between both countries’ economic and trade officials with a shared goal of facilitating more trade flows and closer economic partnership.⁣

Acknowledging the importance of the current Joint Commission for Economic and Technical Cooperation (JEC) mechanism, both Leaders agreed to use this mechanism, led by the assigned Ministers of both countries to ensure more effective involvement of the private sector in joint cooperation mechanism related to the bilateral trade and economic agenda and accelerate the enhancement of trade relation between the two countries.⁣

Both sides emphasized the importance of bilateral investment efforts and decided to enhance their bilateral investment relations.⁣

Both sides emphasized their willingness to strengthen their agricultural cooperation through technical meetings, visits and trainings.⁣

Both Presidents also reaffirmed their support in expediting and streamlining approval procedures regarding agricultural products, which will contribute to enhancing bilateral trade flows and realizing the full potential of their economic partnership.⁣

Türkiye expressed willingness to contribute to Indonesia’s development plans, particularly in its initiative to provide 3 million affordable housing per year for low-income families by introducing the business capabilities of the Turkish contracting sector in the development of efficient and sustainable housing solutions.⁣

Acknowledging the potential for trade and tourism growth, both Leaders encouraged further cooperation on civil aviation matters.⁣

Both Leaders reaffirmed their commitment for the full operationalization of the Trade Preferential System Among the Member States of Organization of Islamic Cooperation (TPS-OIC) and D-8.⁣

Moreover, both sides decided to enhance technical cooperation in the field of halal industry.⁣

Strategic Partnership on Defense and Defense Industry Cooperation⁣

The Leaders emphasized the strategic importance of defense and defense industry cooperation in strengthening national defense, enhancing strategic autonomy in defense industry, and contributing to the global peace and stability.⁣

The two Leaders discussed the importance of developing a roadmap to enhance defense industry cooperation between the two countries, foster both countries’ national defense ecosystems, and strengthen bilateral collaboration in high-tech industries through mutually beneficial projects.⁣

Both Leaders agreed to expand collaboration beyond procurement and welcomed the establishment of a joint venture and representative offices for Turkish primary defense industry firms in Indonesia.⁣

The two Presidents also agreed that the enhancement of human resource capacity should also be a priority with the opportunities for mutual cooperation in education and training especially for Indonesian cadets and officers in Turkish defense institutions in key areas such as cybersecurity, intelligence and counter terrorism.⁣

Both leaders agreed to establish regular 2+2 meetings between the Ministers of Foreign Affairs and Defense to discuss and monitor the implementation of strategic defense cooperation in 2025.⁣

Security Cooperation⁣

The two Leaders underscored their shared commitment to combating crimes, especially transnational and organized crime and terrorism in all its forms and manifestations as well as fostering international collaboration to address security threats.⁣

Both Leaders also agreed and instructed the establishment of close contacts and cooperation between their respective intelligence and police agencies so as to assess national, regional and international security risks through exchange of information and experience.⁣

Fostering Energy Security Partnership⁣

The Leaders recognized the critical role of energy security in fueling economic development. The Leaders also expressed a shared commitment to fostering innovation in clean energy technologies to create a greener, more sustainable future for generations to come. In this regard, they expressed their readiness to collaborate on energy exploration, production, and development projects in both countries and beyond.⁣

The two Leaders also encouraged the state-owned enterprises and private sector of the two countries to collaborate on energy development projects in Indonesia, Türkiye, and third countries.⁣

Both Leaders emphasized the importance of collaborating to advance the sustainable development and addressing climate change through the use of new and renewable energy sources, particularly geothermal energy.⁣

Both Leaders also noted the vital role critical raw materials will play in the transition to clean energy and the need to foster dialogue in this field.⁣

Both Presidents encouraged and will instruct the related Ministers and institutions to facilitate the investment cooperation in new and renewable energy exploration in Türkiye Indonesia and third countries.⁣

Promoting Infrastructure Cooperation⁣

Both Presidents emphasized the critical importance of infrastructure cooperation between Indonesia and Türkiye in driving economic growth, connectivity, productivity, and development, with the goal of enhancing the prosperity of their people.⁣

The Leaders welcomed the participation of Türkiye’s construction companies in Indonesia’s national strategic infrastructure projects, including a plan to develop three million homes and the development of the new capital city Nusantara.⁣

Both Leaders agreed to establish an Indonesia-Türkiye Infrastructure Forum to further discuss the potentials and implementation of infrastructure cooperation.⁣

Both Presidents agreed to instruct the relevant Ministries to follow up the planning and the implementation of the infrastructure cooperation between two countries.⁣

Investing in People, Education, Health and Disaster Management⁣

The Leaders underlined the significance of people-to-people connection as a pillar for solid bilateral relations in the future. Cultural, academic, and social connections serve as a cornerstone for fostering mutual understanding and long-term collaboration.⁣

To prepare the youth which would be the leaders of the future, the two countries are willing to expand academic and educational partnerships, including scholarships, joint research programs, and university-to-university collaborations. Particular focus will be given to science, technology, engineering, and medicine disciplines. In addition, reciprocal youth centre visits, study visits, youth and expert exchange programs will be organized in order to strengthen cooperation.⁣

Both sides also supported the initiatives aimed at establishing schools so as to enhance cooperation in the field of secondary education.⁣

The two countries recognized the importance of strengthening the scientific ecosystem and fostering technological interest among youth. In line with this vision, Indonesia expressed its intention to host Teknofest, Türkiye’s flagship aerospace and technology festival, in 2026 or, at the latest, in 2027.⁣

Both Leaders emphasized the importance of building resilient national health systems. To support this, they decided to cooperate in advancing medical infrastructure and co-producing vaccines and pharmaceuticals.⁣

The two Presidents also strongly emphasized the importance of strengthening the resilience of global health architecture to ensure the preparedness of the international community for future pandemics.⁣

As nations prone to natural disasters, the Leaders agreed to strengthen cooperation in disaster risk reduction, preparedness, response, and recovery. They underscored the importance of applicating Sustainable Resilience Paradigm in the form of mutual cooperation and collaboration to enhance capacity of both personnel, share best practices and build resilient infrastructures and technologies.⁣

Advancing Cultural Cooperation⁣

Recognizing the deep cultural, historical, religious, and people-to-people ties between Türkiye and Indonesia, the two Leaders reaffirm their commitment to strengthening cultural cooperation.⁣

Both leaders acknowledge the historical connections between Türkiye and Indonesia, particularly the ties between the Ottoman Empire and the Aceh Sultanate since the 16th century. They express their desire to further elevating these historical ties and welcomed collaboration on a joint film production to highlight the heritage.⁣

Both leaders underscore their commitment to enhance the exchange of best practices, capacity-building, and expert consultation on the repatriation of cultural artifacts from third countries to their rightful place of origin, as well as joint initiatives on the conservation, protection, and digitalization of cultural heritage.⁣

To promote global dialogue and appreciation of Islamic culture, the two Leaders agreed to enhance collaboration in training exchanges on heritage management, manuscript conservation, and Islamic art studies to strengthen expertise and institutional capacity.⁣

Deepening Regional and Global Cooperation⁣

Both Presidents shared a common perspective on the current global order, where multifaceted challenges lie ahead with increasing polarization and distrust towards global system. To tackle these challenges, both Leaders agreed to strengthen strategic collaboration in promoting multilateral cooperation.⁣

In that context, both Leaders also stressed the importance of reforming global governance institutions, including the United Nations Security Council, to effectively address the international challenges. In a similar vein, both Leaders highlighted the importance of revitalizing the OIC Reform process, to improve and strengthen the Organization’s ability to meet present and new challenges, and better plan its activities.⁣

The Leaders reaffirmed their unwavering determination to support the sovereignty, and independence of the State of Palestine. The Leaders agreed that the ceasefire in Gaza is a crucial step toward achieving a lasting resolution to the Palestine-Israel conflict, which should include the establishment of an independent State of Palestine under the framework of a two-state solution in accordance with internationally agreed parameters.⁣

Both leaders strongly condemned the atrocities committed against the people of Gaza and Lebanon, which have sparked a humanitarian crisis and contributed to instability in the Middle East. They agreed that those responsible must be held accountable, with no impunity based on international law.⁣

The two Leaders also urged the safe, rapid and unhindered passage of humanitarian aid into Gaza during the ceasefire period to address the humanitarian crisis caused by the prolonged aggression. Both Presidents also rejected any notion of relocating the people of Gaza from their homeland.⁣

Both Leaders condemned Israel’s military operation against Palestinian population in West Bank, including East Jerusalem which undermines the prospects for peace following the Gaza ceasefire agreement, and urged the international community to address this injustice and effectively prevent Israel’s blatant intention of making its illegal occupation of Palestinian territories permanent.⁣

Regarding Syria, the two Presidents reiterated their firm support for Syria’s territorial integrity as well as a peaceful and inclusive transition that reflects the will of the Syrian people. They agreed on the need for international collaboration to facilitate the safe return of refugees and eradicate terrorism in the region.⁣

Indonesia reiterated its support for Türkiye’s aspiration to become a Dialogue Partner of ASEAN, recognizing its potential to contribute to regional peace and development and appreciating its Asia Anew Initiative, which aims to bolster Türkiye’s relations with the Asian countries and regional institutions, giving special priority to ASEAN.⁣

Both sides agreed to effectively implement existing multilateral cooperation mechanisms including multilateral development banks and cooperate on issues of common interest under international organizations of which they are both members.⁣

Both Leaders agreed to collaborate for a more just and inclusive global economic order, emphasizing the rights of developing nations to pursue industrialization and resource beneficiation.⁣

Both Leaders reaffirmed their commitment to creating a fairer and more inclusive global order, advocating for the rights of developing countries to pursue sustainable development and industrialization. They emphasized the importance of ensuring equal opportunities for all nations to benefit from global trade, technology transfers, and industrial down streaming.⁣

Recognizing that industrial down-streaming is a key driver of value-added growth, both sides are willing to pursue the interests of developing countries in international fora. The Presidents agreed to collaborate on initiatives that support industrialization efforts, capacity building, and access to advanced technologies for developing nations.⁣

The leaders also called for reforming global economic governance institutions to prioritize development needs and reduce systemic inequalities. They reiterated their shared vision of empowering the south-south cooperation, fair trade practices, and equitable resource distribution. By fostering inclusive industrial growth, the two nations aim to create a fairer world order that promotes shared prosperity and sustainable development for all. To this end, the two Leaders are committed to continue their cooperation within international and regional economic forums and organizations such as the G20, MIKTA and D-8⁣

In this context, the two Leaders agreed to enhance development cooperation through the respective development agencies of both countries, not only within their own countries but also through joint initiatives in other developing nations particularly in Africa and the Pacific region.⁣

Institutional Framework⁣

The First High-Level Strategic Cooperation Council marked a milestone in Indonesia-Türkiye relations, laying the groundwork for a comprehensive roadmap to deepen bilateral ties in the coming decades. Both Leaders expressed optimism about achieving the shared vision of “Partnership for the People; For the New World”.⁣

Both leaders agreed and will instruct the related Ministers to convene the meeting of Joint Commission for Economic and Technical Cooperation (JEC) and establish an Indonesia-Türkiye Infrastructure Forum.⁣

Both Presidents agreed to convene the Second High-Level Strategic Cooperation Council in 2027 hosted by Türkiye.⁣

The Joint Strategic Planning Group, under the Council, headed by the Ministers of Foreign Affairs shall convene to follow-up the outcome of the First High-Level Strategic Cooperation Council and to prepare the second meeting of the Council.⁣
