Joint statement after President Erdoğan’s meeting with Saudi Crown Prince Mohammed bin Salman

The joint statement regarding the meeting between President Recep Tayyip Erdoğan and Saudi Crown Prince Mohammed bin Salman emphasised the commitment to begin a new era of cooperation in bilateral relations, including political, economic, military, and security issues.

A joint statement by Türkiye and Saudi Arabia was issued following the meeting of President Erdoğan and Mohammed bin Salman, indicating that the official talks between President Recep Tayyip Erdoğan and Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud were held in an atmosphere of sincerity and fraternity.

During the meetings, various aspects of bilateral relations between the Republic of Türkiye and the Kingdom of Saudi Arabia were reportedly discussed, and a strong emphasis was placed on the joint commitment to begin a new period of cooperation in bilateral relations, including political, economic, military, security, and cultural relations.

In the statement, it was remarked that there was an exchange of views on developments that stood out in the regional and international arenas and that were of importance to both parties. The following were noted:

"The parties discussed opportunities for developing and diversifying mutual trade, facilitating mutual trade between the two countries and overcoming the challenges ahead, and increasing communication between the public and private sectors of the two countries in order to explore investment opportunities and transform them into concrete partnerships in a variety of fields.

As members of the G20, the parties highlighted the tremendous economic potential of the two countries and the opportunities presented by the 2030 Vision of Saudi Arabia in the fields of investment, trade, tourism, development, industry, mining, construction projects, transportation-infrastructure (including construction contracting), agriculture, food safety, health, communication-information technology, media and sports, agreed to enable the work of the Saudi-Turkish Coordination Council, to increase the level of cooperation and coordination in common areas of interest and to work on the exchange of experience between experts of the two countries. "

Projects in the field of energy

The statement reflected the expectations of the parties regarding their cooperation in the energy sector, particularly oil and oil refining, petrochemicals, energy efficiency, electricity, renewable energy, innovation, clean technologies for hydrocarbon resources, low-carbon fuels, including hydrogen, and the desire to work on the localisation of the energy sector and related supply chains as well as the development of relevant projects in these fields.

In the joint statement, it was emphasised that there was a consensus regarding the development of production and investment partnerships in the fields of artificial intelligence, digital technologies, and smart cities, as well as the promotion of cooperation among private sector actors operating in these areas.

Türkiye welcomed the launch of Saudi Arabia's "Green Saudi Arabia" and "Green Middle East" initiatives in the field of environment and climate change and expressed support for Saudi Arabia's efforts in the field of climate change in implementing the Circular Carbon Economy Platform, also launched by Saudi Arabia and approved by G20 leaders. The statement continued:

"The parties reiterated the significance of adhering to the principles of the UN Framework Convention on Climate Change and the Paris Agreement and the need to implement the climate agreement by focusing on sources without emissions. The parties stressed their support for the two initiatives, 'Global Initiative on Reducing Land Degradation and Enhancing Conservation of Terrestrial Habitats' and 'Global Coral Reefs R&D Accelerator Platform' launched during the presidency of the G20 summits in 2020 of Saudi Arabia. The Turkish side invited investment funds operating in the Saudi Arabian entrepreneurship ecosystem to invest in start-ups in Türkiye and establish partnerships with them."

It was also announced that a decision was made to continue and strengthen the ties between the Turkish Standards Institution and the Saudi Standards, Metrology and Quality Organization in accordance with the cooperation agreements that the two relevant institutions had signed.

Additionally, it was stated that mutual visits of scientists were agreed upon within the framework of the cooperation protocol signed between TÜBİTAK (Scientific and Technological Research Council of Türkiye) and King Abdulaziz City for Science and Technology (KACST) in 2016, as well as cooperation between KOSGEB (Small and Medium Enterprises Development Organization) and the Saudi Arabian SME General Authority.

Cooperation in the field of defence

The parties concurred, as expressed in the joint statement, to implement the defence cooperation agreements they had previously signed in a manner that would serve their respective national interests and advance regional security and stability.

According to the statement, a deal was made about the growth of judicial cooperation and the sharing of experience between professionals in the legal and judicial fields and the significance of expanding tourism-related cooperation and exchange between the two countries in accordance with the agreements they signed, researching each country's tourist potential, and enhancing collaborative efforts that aid in the growth of the tourism industry was also highlighted.

In the statement, where the parties emphasised the significance of enhancing cooperation between respective national civil aviation authorities and facilitating administrative procedures for the operations of airlines, it was stated that they agreed to explore cooperation opportunities in the field of health investments, underscoring the determination to expand the existing cooperation between the two countries in the field of health.

Additionally, it was stated that the Saudi side thanked Türkiye for supporting Riyadh's bid for EXPO 2030.

The joint statement of the two countries continued as follows:

"The two parties reaffirmed their commitment to further their coordination, collaboration, and exchange of views on crucial issues in the regional and international arena, which will support and promote security and stability in the region. The parties highlighted the importance of upholding the sovereignty of the countries in the region and their commitment to finding political solutions to any conflicts there, as well as their support for initiatives that will prevent tensions in the region and maintain its security and stability. The parties emphasised their commitment to enhancing their cooperation and coordination within the framework of regional and international organisations, particularly the Organisation of Islamic Cooperation and the United Nations, as well as their commitment to maintaining close cooperation to uphold peace, stability and security in the region.” 

In the statement in which the Crown Prince expressed his gratitude for President Erdoğan's kind hospitality, the fondness and affection shown to him and his delegation during his visit, it was also stated that President Erdoğan conveyed his appreciation for Salman’s efforts to organise hajj in 2021 and serve the visitors despite the challenges brought on by the Covid-19 pandemic and expressed his satisfaction with the resumption of hajj and umrah this year.

"At the end of the meeting, the parties emphasised their determination to continue to enhance cooperation on the basis of historical fraternity in order to serve the future of the region in a way that will contribute to the common interests of the two countries and their peoples and benefit all segments," according to the statement.
