The “Development Cooperation Agreement between Türkiye and Guinea,” signed on January 30, 2017, in Conakry, the capital of Guinea, was ratified by President Erdoğan.
Under the terms of the agreement, the two countries will cooperate in a variety of fields, including agriculture, agricultural industry, food processing industry, healthcare, rural and urban development plans and programmes, fight against poverty, water, sanitation, infrastructure, energy, transportation, environment, culture and tourism, humanitarian aid, and restoration.
On behalf of Türkiye, the Turkish Cooperation and Coordination Agency (TİKA) and on behalf of Guinea, the National Directorate of Cooperation (DNC) will implement the agreement.
Security cooperation agreement with Venezuela
The security cooperation agreement signed between Venezuela and Türkiye on October 6, 2017, was ratified and promulgated in the Official Gazette.
Within the scope of the agreement, the parties will cooperate in the fight against transnational crimes, particularly crimes regarding terrorism, organised crimes, migrant smuggling, human trafficking, crimes related to drugs and psychotropic substances, and precursors used in their production, in accordance with international agreements to which they are signatories.
The two countries will collaborate to prevent criminal activities and conduct criminal investigations in order to prevent crimes such as money laundering, cybercrime, smuggling of cultural and natural property, human trafficking, migrant smuggling, illegal trade of weapons, ammunition, explosives, nuclear, radioactive, and toxic materials, and counterfeiting official documents such as money and passports.
By exchanging intelligence on the crimes in question, Türkiye and Venezuela will share information regarding the means terrorist groups employ to carry out their operations and finance terrorism.
Additionally, the parties will enable the exchange of units that combat the aforementioned crimes.
Memorandum of Understanding on cooperation with Palestine in the field of Water
The “Commercial and Economic Cooperation Agreement between the Government of the Republic of Türkiye and the Government of the Republic of Togo” was ratified by President Erdoğan and promulgated in the Official Gazette.
Within the scope of the agreement, the two countries will take steps to encourage and facilitate cooperation in areas such as trade, industry, investment, energy and natural resources, development of agriculture and animal husbandry, education and healthcare, fisheries, science and technology.
The two countries, which will accord each other “most favoured nation” status, will also foster contacts between the relevant companies and institutions.
The Memorandum of Understanding on Cooperation in the field of Water signed between Türkiye and Palestine was also promulgated in the Official Gazette. Accordingly, the parties will collaborate to exchange their knowledge and best practices on water distribution systems, including distribution lines, drinking water pumping networks, water reservoirs, and online control.
The parties will also exchange ideas on the design, construction, operation and maintenance of engineering water infrastructures such as dams, reservoirs, water supply and sewage systems, water treatment works and facilities.
Regarding the implementation of the Memorandum of Understanding, a joint coordination committee comprised of an equal number of representatives from both parties will be formed.
Within the scope of the cooperation, joint expert studies, expert exchange, joint workshops, and conferences, as well as the exchange of scientific documents, will be conducted.
Two agreements with UAE were ratified
The framework agreement for intergovernmental cooperation signed with the Central African Republic on January 27 was also ratified and promulgated in the Official Gazette.
In this respect, the two countries will assist each other in establishing development institutions, diversifying trade, and fostering economic, cultural, and technical cooperation.
Unless otherwise specified in writing, the Agreement will be in effect for five years and may be extended for additional periods of five years.
Two ratification decisions were promulgated in the Official Gazette, one for a cooperation protocol and the other for a memorandum of understanding with the United Arab Emirates (UAE).
Cooperation and consultations between the Presidency’s Directorate of Communications and the UAE Government Media Office will be supported as part of the “Cooperation Protocol in the Fields of Media and Communication between Türkiye and the UAE.”
Within the scope of the protocol, reciprocal visits of representatives from the media and communication worlds will be encouraged, joint events will be organised where media members and opinion leaders will meet periodically, and efforts will be exerted to provide mutual internship and training opportunities for media members and technical staff.
Under the “Memorandum of Understanding on Agricultural Cooperation” with the UAE, the parties also cooperate on strengthening collaboration in the domains of pest and agricultural control and plant protection, organic agriculture, technology-based agricultural production, food safety, food production and trade in food products, animal husbandry, animal health and livestock transportation, agricultural research on food safety and the use of modern technology and techniques, promoting joint ventures in agriculture between the private sectors of the two states and developing projects relating to Specialised Agricultural Organised Industrial Zones.
Cooperation in the sphere of youth with Nigeria
Two cooperation agreements with Turkmenistan, one in the field of health and medical sciences and one in the field of physical education and sports, were also promulgated in the Official Gazette.
Within the scope of the Agreement on Cooperation in the Field of Health and Medical Sciences, the parties will collaborate on strengthening health systems, public health, hospital administration, pharmaceuticals, medical devices, medical consumables, cosmetics and pharmaceutics, emergency health services, health investments, and health information systems.
Within the scope of the “Cooperation Program in the Field of Physical Education and Sports,” Türkiye and Turkmenistan aim to use the sports infrastructure based on mutual benefits, to organise joint sports activities, tournaments, and meetings, to determine the priorities of cooperation in the field of physical education and sports, and to improve the public safety systems in sports facilities, to combat doping, to establish a common information pool for information exchange on scientific topics and antidoping, to raise qualified personnel, and to include national sports into international contests.
Within the scope of the Memorandum of Understanding on Cooperation in the Fields of Health and Medical Sciences signed with Nigeria, Türkiye and Nigeria will cooperate in the fields of hospital administration, health systems, private health services, combating communicable and non-communicable diseases, training health personnel for the prevention of maternal and infant mortality, human resources planning, emergency first aid programs, health services in emergencies and disasters, investments in medicine, medical devices and medical consumables in Nigeria, encouraging the private sector in these fields and health tourism.
Additionally, with the Youth Cooperation Agreement signed with Nigeria, the two countries will cooperate in areas such as exchange programmes, conflict resolution between vulnerable youth groups, civic education, youth counselling, development of the technical and professional capacity of young people, youth and juvenile justice system and administration, and control of youth drug use.
Under the heading of forms of cooperation, the agreement includes international youth camps, exchange programmes for young people and persons working in the youth area, joint projects and activities, and coordination between relevant institutions and organisations.
Türkiye and Romania, Bulgaria and Georgia joint commission meetings’ protocols
In accordance with the “Memorandum of Understanding on Cooperation in the Field of Environment” signed between Türkiye and Kuwait on April 8, 2021, in Ankara, the two countries will cooperate on the issues identified as environmental management, cleaner production and sustainable consumption, environmental compliance chain, biodiversity and protected areas, environmental information systems, and capacity building.
Among the topics to cooperate on are areas such as protecting the marine and coastal environment from pollution, climate change, green economy, identifying potential risks for major industrial accidents, and preventing the spread of hazardous materials.
In accordance with the “Agreement on Grants in the Field of Health” signed with the Dominican Republic, Türkiye will provide this country with three ventilators.
The Attached Concession List of Bangladesh, which is an annexe to the Preferential Trade Agreement between the D-8 Member States, was also approved and promulgated in the Official Gazette. The list contains 356 Bangladeshi products with a variety of qualities.
The protocols of the Turkish-Romanian Land Transport Joint Commission Meeting, the Turkish-Bulgarian Land Transport Joint Commission Meeting and the Türkiye-Georgia Joint Land Transport Commission Meeting were approved and promulgated in the Official Gazette.
At meetings where passenger and cargo transport and statistics were addressed, decisions were also made regarding the numbers of transit permits and quotas.
