President Erdoğan issues circular on “National Youth Employment Strategy and Action Plan”

The Presidential Circular on National Youth Employment Strategy and Action Plan (2021-2023) was signed by President Recep Tayyip Erdoğan and published in the Official Gazette.

The circular emphasises that Türkiye has significant potential due to its high young population density, which very few other nations have, and that it has numerous demographic windows of opportunity thanks to its youth population.

It is noted in the circular that in order for Türkiye to reap the benefits of this superiority in economic production processes, the youth's level of knowledge and skills should be enhanced and they should take an active part in the labour market, and it is also stated that the global growth presents a fragile picture as a result of structural issues in global economies, the structure of the labour markets, as well as the recent Covid-19 pandemic that has swept the globe.

It is also stressed in the circular that in order to develop an area of opportunity for the country in the current conjuncture, sustainable and comprehensive growth should be ensured, qualified labour to meet the demands of the labour market should be developed, unregistered employment should be reduced, and the changing and improving economic and social conditions should be taken into consideration while meeting the needs of local and sectoral needs of the labour market.

“It is critical to develop strong and effective employment strategies”

The circular, which underlines that the progress and developments in the Turkish economy ensured employment and labour productivity in the labour market, notes the following:

"It is critical to develop strong and effective employment strategies, as well as to implement actions that will ensure the achievement of the set goals in order for our country to take its rightful place among high-income economies, to support youth who are in a vulnerable position in this market through targeted, mid-and long- term policies, to raise qualified workforce and ensure that they are involved in the production process, and to further increase the employment rates and workforce productivity.

In this regard, the 'National Youth Employment Strategy and Action Plan (2021-2023), which was developed in collaboration with the public and private sectors, non-governmental organizations, and universities under the coordination of the Ministry of Labour and Social Security, in accordance with the relevant actions outlined in the Economic Reforms Action Plan under the heading 'Employment’ by taking into account the needs, issues and expectations of the labour market in order to eliminate barriers to youth employment and to help youth gain a wide range of skills necessary for participation in the current and future labour market, will be published on the official website of the Ministry (www.csgb.gov.tr).”

Additionally, the circular emphasises the importance of relevant public institutions and organizations providing all kinds of support and assistance that will be required to carry out the activities as part of the National Youth Employment Strategy and Action Plan (2021-2023), as well as implementing decisions taken with precision.
